Kurzbeschreibung: 1. Government of Nepal (GoN) through Ministry of Local Development (MoLD) and its Department of Local Infrastructure and Agricultural roads (DoLIDAR) has requested Swiss Agency for Development and Cooperation (SDC) in Nepal to provide Technical Assistance (TA) for the implementation of motorable (Local Roads) bridges in different districts of Nepal. 2. SDC has confirmed to provide this support to the GoN, through a Technical Assistance Programme called ‘‘Motorable (Local Roads) Bridge Programme’. This TA will provide services to implement and construct bridges on local roads. The programme will have four main components. (Please refer to the Programme Document and terms of reference for further details.) COMPONENT 1: CONSTRUCTION AND PILOTING OF NEW BRIDGES AND APPROACHES This component is a continuation of current interventions of DoLIDAR into much more planned and organized manner with a larger programmatic structure having a holistic vision of certain numbers of bridges trialled and tested for maturation of technology. This will build the confidence of DoLIDAR and the partners (local authorities and private sector actors) on its technological and methodological aspects. This component consists of the activities enlisted below: • A total of 80 bridges will be selected, constructed and completed by the end of this phase; • Some of these bridges will be piloted with new design concepts, technologies, methodologies and approaches . Adequate number of suspension, truss, arch, compact, modular and RCC bridges will be piloted; • Criteria for selection of bridges will be developed within 6 months of programme implementation – the criteria for the selection of the bridges shall be a mix of economic benefits (cost-benefit analysis), strategic locations, the closures of roads in terms of months, days and hours, provision of regular maintenance of the road on both sides of the bridge, coverage area (number of beneficiaries) in the Zone of Influence, opportunities for linkages and collaboration with other programmes for maximizing benefits etc. • A priority will be given to the districts where DRSP/DRILP is being implemented, so that the benefits of roads built can be optimized; COMPONENT 2: GENERATE KNOWLEDGE AND TECHNOLOGICAL TRANSFERS This component is very crucial as the sustainability of the knowledge, technology and approaches will be dependent on the interventions made. It is very important that the knowledge generated while constructing and piloting the new bridges and gaining experiences from it under Component 1, are properly documented archived, managed and disseminated widely as appropriate. The technology transfers also takes place through extensive education, coaching and training interventions within the programme and beyond for developing more human resources specialized on this, retain them for future requirements. Following are the crucial interventions to be undertaken under this component: • Inhouse training opportunities within the programme for new engineering graduates as interns; • Coaching them to design, supervision and monitoring the bridges; • Upon request, support DoLIDAR (BS) in conducting technical designs of the motorable bridges beyond this programme. It is expected that DoLIDAR in the four years of the phase will be constructing 60-70 more bridges through other donor funded project. • Explore and experiment or introduction of new, but feasible technologies; • Extensive interproject site visits by the DoLIDAR-DTO engineers and subengineers; • Documentation of all the experiences during the piloting of bridges drawing lessons from shortcomings; • Dissemination through incountry seminars of the professionals; • Collaboration with Universities and Technical institutes for introducing bridge building courses in their curriculum; • Promote extensive study tours to the pilot bridge sites for the students of these institutions. COMPONENT 3: FORMULATE POLICY, STRATEGIES, BUSINESS PLANS, NORMS AND STANDARDS Likewise, the sustainability of the approaches and technology is also dependent on how the experiences gained in the component 1 and 2 being reflected or translated into national policies and strategies. It is therefore important for the programme to focus on this component which is very vital to pave way for future direction in scaling up motorable bridges across the country. Under this component, following activities are planned: • Formulate a national policy and strategy based on the experiences of the piloting and get them endorsed by the ministerial/secretarial level (eg. Trail Bridge Strategy); • Prepare standard and norms for the local road bridges and get endorsed by DoLIDAR (eg. Trail Bridges); • Prepare a comprehensive and feasible business plan for the motorable bridge subsector for Nepal that should include the list of bridge requirements across the nation; • Review SWAp framework document to support in formulation of the motorable bridge componen
