External evaluation of the Third Frame Agreement (TFA) between the State Secretariat for Economic Affairs (SECO) and the Graduate Institute of International and Development Studies (IHEID) to support the development of sound financial systems in developing countries. Main activities : 1) Assess the results of the general programme activities; 2) Undertake an "impact assessment" on the basis of two case studies / countries (Vietnam and Azerbaijan); 3) Evaluate if the main objectives of the TFA were met; 4) Identify the lessons learned for SECO in implementing the programme and the strengths and weaknesses of this kind of partnership; 5) Improve performance and contribute to organizational learning in light of SECO’s intention to continue the partnership but ensuring better tailoring to the needs of the new group of SECO priority countries; 6) Reinforce accountability and transparency; 7) Provide hints for SECO’s strategic decision to establish a new reinforced partnership with IHEID: a) What would be the main elements to consider for the design a new frame agreement with IHEID aimed at facilitating the development of country-specific programmes in SECOs priority countries ? b) How to strengthen the capacities of the technical assistance team in order to better fit with the needs of our priority countries, especially middle income countries with very specific assistance needs, such as Peru, Colombia or South Africa? c) What specific technical, communicational and management arrangements are required to ensure relevance, effectiveness, efficiency and ultimately impact of the interventions foreseen under the partnership? d) How and under which modalities could the programme be extended to two other areas of co-operation that have been identified for the new phase, i.e. joint applied research or professional training?
